APPEARANCE

Description/Faceclaim: Cordelia possesses fair to lightly tanned skin. She has unique marbled-blue hair, ranging from a light sky blue shifting into a darker ocean hue. Cordelia has reddish-pink eyes, matching those from roses or dark coral, and no other notable features on her face (such as dimples, beauty marks, etc). She has a apple-shaped body (more emphasis in the chest) and a upper-toned body (more muscular). Five-foot five-inches in height and with a relaxed posture, she is capable of blending in with a crowd (if not for her hair and eye color). Most likely has C-cup sized (ahems).

Clothing: Outside of work, she is a fan of dresses due to how loose or tight they can vary. Long or short, frilled or flowing- she can wear an array of outfits. Typically, you can find her with dresses reaching down to her knees with a low-cut (to show off her... assets). For dresses, they can vary in color. She can wear both stylish black dresses or colorful beach dresses which pop (And on some occasions, wears those big, floppy white beach hats).
When she's not wearing dresses (which is not often), she wears your typical tank-top with pants. With these clothes, her colors of choice are more prone to be monochromatic or less colorful (browns, greys, blacks, whites).

Suit/Costume: Her costume was designed to not restrict movement and to show as much skin as possible. It isn't necessarily tight, more 'hugging' her frame. There aren't any special functions other than to help ventilate when it comes to working out excessively (to keep her cool), allows the user to swim (kind of like a bathing suit), and offers flexibility. Her mask has the same kind of physics as The Incredible's masks (they don't have any string which wraps around the head and secures? It just kind of sticks harmlessly). It compliments her hair by being in mostly dark shades of ocean blue.
The only downsides to this costume is that it suffers in cold areas. She is more vulnerable to freezing with these clothes. 

Other: The golden bracelets on her costume are there for accessory purposes only. 

PERSONALITY

Description: Cordelia, believe it or not, seems more noble and sweet than twisted and cruel. Even though she works for villainy, she exemplifies more heroic traits than evil ones. She cares for those she is loyal to, helps those which she can, and believes in a peaceful future where everyone is safe and happy.
So why is she a villain?
Because  Cordelia will do any immoral task or mission to achieve/support that goal of a perfect world. She sees herself as the 'anti-hero' to the heroes, someone which will work relentlessly for what she believes in- for what she WANTS. 
However, her idea of a perfect world may change from time to time.

To put her personality into key traits, she would be:

- Determined. She will work hard for long periods of time to get anything done. Cordelia will stand her ground if it achieves what she wants.
- Strong. Both in will and in heart. Once her heart is set, it will be very hard to convince her otherwise.
- Kind. She helps those which need help- mainly her companions and her superiors. She mostly does small acts of kindness, such as holding open doors or doing small tasks.
- Loyal/Devoted. Believes that true strength can be found within the relationships that she builds.
- Selfless. If sacrifices were to be made, she must make them, even if it may hurt or kill her.
- Clumsy. Despite all of these outstanding traits, clumsy is a major one. The definition of Clumsy is: awkward in movement or handling things. She can move just fine, but her own strength may lead to issues. She has a tendency to break many things.

Strengths: Her determination, strength, loyalty, and selflessness may be seen as strengths. They tend to work in her favor on multiple occasions and tend to produce favorable results.

Weaknesses: Her clumsiness and kindness may lead to her downfall. She can be overly kind to those which she was not meant to be kind to and often needs someone to quell with her overbearing persona. Also, her clumsiness may lead to accidental destruction to both potential equipment and to teammates. 
She also tends to be a bit impulsive in some of her decisions and actions.

Other: There may be moments where her personality and judgement lapse.  In these moments, she can be unpredictable, where she would do something that she would never agree with. Feelings and emotions tend to be contradictory sometimes.
She also sometimes guilt-trips people into her favor (mostly using her feminine charms-). Cordelia is also pretty comfortable with her body and tends to like showing it off a bit.

BACKGROUND

Backstory: Cordelia was raised on the coast. Her family adored water and everything that involved it; surfing, swimming, diving, sailing, etc. She was raised by the ocean (next to, not actually RAISED by the ocean-) with her family. As a middle child of five children, she always watched as her brothers and sister strived to be the best out of her siblings, competing in many different sports and activities. 

Everything was a competition in her home. Soon, the competition became more and more bitter and eventually tore their family apart. Alliances and betrayals were made. Hurtful words were spoken and bruises were inflicted. 
Their home soon became hell. 

It only got worse when Cordelia's younger sister, the fourth child, was drowned in the ocean by spite. 

The madness never stopped and it soon tore the family into divorce. Fingers were pointed and people were blamed, Cordelia only watching as her happy family crumbled to dust.
Her father, wrongfully accused, took the punishment and was carted off to prison for the murder of his daughter. 

They all grew apart afterwards.
After years of competition, it never seemed to leave after they all grew up and left home to find themselves. She joined in the name of Villainy in hopes of creating a better future, but also to spite her siblings which constantly rooted for good. She wanted a world where she could finally make her siblings pay, pay for the life of her sister. A perfect world where she could rid those disgusting people from the world. 
After all, they weren't family anymore.

Other: Cordelia's family used to own a English Setter dog, but it sadly drowned as well when trying to save Deloras from drowning. The dog and Deloras were inseparable, after all.

POWERS

Description:

HUMAN SHIELD ABILITY- The ability to turn her skin and internals as hard as stone. She, herself, does not turn to stone but the texture and overall durability is still there. 

SUPER STRENGTH- The ability to lift, carry, throw, push, pull, open, break, etc. heavy and hard to push, pull, carry, etc. objects, obstacles, people, etc.

Strengths:

HS (human-shield)- It allows the person to stay as hard (or possible harder) than stone, including hair, skin, nails, etc. It can stop most projectiles (like bullets and fists), fire, ice, and other natural forces of nature. She also feels no pain during the duration of this ability.

SS (super-strength)- Allows Cordelia to carry up to about 3 cars stacked up on each other without too much effort. She can lift and throw heavy things (like trees and boulders).

Weaknesses:

HS- The drawbacks to this ability are taxing. It may block a lot of dangerous things, but it also freezes Cordelia in place, like a statue. After the duration time (which is about 10 - 12 minutes. Duration can be shortened if desired), Cordelia will be sluggish in movements and reactions (due to her body slowly unfreezing from that state). There is also a 'cool-off' time to this ability (about four - five minutes) which MAY be pushed, but if it is pushed too far, then there may be severe consequences (such as permanent stiffness in joints, failing organs, etc.).
This ability also suffers when mind-based attacks (mind control for example) are inflicted.

SS- There are limits to what she can lift. Of course, her strength does also correspond to working out and training, but there are limits. She cannot lift more than she can carry, resulting in injury. Her limit is about 5 large cars or three buses. 

Other: She has better constitution and durability than most (which I will kind of count this as her third ability? It merges with her HS abilities).

SO YEAH.
