Apps you'll need:
Ibis Paint X or any other drawing apps that have almost the same features as Ibis paint

Be warned
This tutorial does not really work on all hair styles
Don't say I didn't warn you

Step 1
Select your parts of the hair that you want to shade
You may do line art first and select the part you want to shade
Like this:

My line art is so bad ;-;

Step 2
Open another layer
Select any brush and colour the hair with the first colour
It should be like this:

Step 3
Open another layer and select the Round Brush (Real)
Select your second color (if you hair is on 2 colours)  or choose a lighter colour
Brush on certain parts of the hair where the hair ends
(Sorry I'm not good at explaining this)
Like these parts

It should be something like this

(Adjust the brush size if you have to)
If you don't plan to blur the hair, I would suggest oh do each stroke 1-3 times, if you do plan to blur it, you can do as much strokes as you want

Step 4
Choose an even lighter colour or white colour and repeat step 3
Like this:

Optional
You can choose to blur everything if you want
It should end up like this

If you still have any problems, I recommend you to take a look at the video above, that is where I learned how to shade hair at first
It doesn't contain any blurring or anything like that.
