Powers:

Electrokinesis: Rowan is able to generate, manipulate and control electricity, typically blue-white in colour. This allows her to fire bolts of lightning from her hands, release surges of electricity from her body, light her body up as a human flashlight, or have her body become a human live wire and electrocute anyone or anything that touches her. She can also deliver static shocks, absorb electricity and lightning from storms, send electricity into conductive materials such as metal, and affect and control outside sources of electricity such as making lights flicker or turn them off and on and controlling lightning. When she uses her electrokinetic abilities, her eyes and veins glow blue. Her electrokinesis has two sub-abilities:

      —Electric sense: Rowan is able to sense the frequencies and electrical currents in the world. This allows her to not only sense the electrical impulses in the human body, but to also sense the different frequency of the Upside Down

       — Electrical Healing: Rowan can use her electricity to cauterise wounds and speed up the healing process

Teleportation: Rowan is able to teleport anywhere in the real world or in the Upside Down in the blink of an eye, primarily she has been to that place and can visualise it and the distance won't harm her. She is able to bring one or two people with her when she teleports. When she uses her teleportation, the space around her warps before she does.

Telekinesis: Rowan has mild telekinetic abilities. She is able to lift and move small to medium things, and can push her limits to move and lift bigger things under extreme stress, push aside people and crowds, snap bones with a thought, and halt objects/elemental attacks in mid-air. However, this is one of her weaker powers and one she rarely uses.

Dream-walking: Rowan is able to go into the memories, whether repressed or not, of people and into the Upside Down via the people in there through her dreams. 

Tempestakinesis: Rowan is able to create and control storms. This is a power she had not known or mastered until recently, and one of her stronger powers.

Abilities:

Criminal/Survival Skills: Rowan knows to and is able to con, pickpocket, shoplift, hot-wire, lockpick and steal. This is a result of her upbringing by her criminal aunt and as a former necessity due to the threat of Dr. Brenner to her and Alistair. She also knows how to identify when her drink's been drugged, if she's being followed/stalked, and other survival skills necessary for women.

Weapons Mastery: Rowan is able to handle a variety of weapons, including guns, knives, brass knuckles (her preferred weapon outside of her powers) and, eventually, a sword.

Hand-To-Hand Combat: Rowan is skilled in fighting and knows how to throw a punch as well as self-defence.

Lying: Rowan is able to lie quite well, especially under pressure.

Psychology: Due to her wish to become a psychologist, Rowan becomes skilled in psychology and knowing how to observe and "read" people along with understanding how the human mind works and presenting herself as a calm, steady force for future patients

Weaknesses:

Fatigue: Like anyone, if Rowan pushes her powers too hard, she gets exhausted and weak, along with her nose bleeding, and her powers weaken and dim. If she pushes them too far or overexerts herself, she risks hurting herself, damaging the "muscle" of her powers, and in extreme cases may even go unconscious or die.

Dimensional Limitations: Rowan cannot teleport between dimensions. Likewise, she cannot teleport to a place she's never been to or can't visualise well, or is too far away, or teleport with three or more people.

Fatal Flaws:

Guilt/self-blame: Rowan's fatal flaw is her guilt and self-blame, evident when she tries and fails to save Barb Holland from the Demogorgon, and with Bob Newby from the Demodogs in Hawkins Lab, and when she saw her brother get impaled by the Mind Flayer and die before he came back to life due to his powers. While logically she knows there was nothing more she could have done to save them, guilt still eats her up alive over it, and makes her even more determined/protective over those she loves and to keep them safe.

Thantaphobia: Rowan has a great fear of losing those she loves, and thus is extremely protective over the people she loves the most, even at the risk of sacrificing herself. This fear got exacerbated after Alistair died when the Mind Flayer impaled, right before he resurrected.
