What's you need:

Superimpose:

1. First off add your png to your background and merge it or open your photo as your background. Next open the blood add each side one at a time. Go to transform and make the filter multiply move it to wear it fits the eye then merge and add the other side and merge it when finished. (If your person has hair over half their eye just erase the part that's over the hair)

2. Now open a black image and go to mask erase all the black then put it on remove mask mode. Use the regular masking brush and make it as small as you'd like depends on what you like. Adjust the softness to your liking then draw lines over the persons lips. Save when finished. (Drawing the lines is optional of course)

Picsart:

1. Open your picture in picsart then go to draw. Open the bloody tears and the make the filter multiply. Move it to be under the eyes like so. (If your person has one eye covers then just erase the one that's covered)

2. Open a new tab and the click the paintbrush and make the size 2. Draw lines across your pngs lips apply when finished then save. (Drawing the lines is optional)

Add your text and a filter if you'd like!
