This is Paris, France, 1831. More specifically, Notre-Dame. Gypsies are not aloud along the streets, and he knights will do their best to make sure of it. Although, some gypsies find their way in. Most perform on the streets for money and then return to the small Gypsy camp outside the towns' walls. No towns people know where this is, meaning it's a safe haven for all gypsies. 

Knights try their best to eliminate any gypsies. They say they are of the devil because some do black magic. They are unaware of the gypsies that have made their way past the protected walls. Some do know of the gypsy presence and except them into their homes. They see them on the streets performing. When the knights do find the gypsies out on the streets, they're in for a run.
