Part 114: How to Sink a Sub
Shine was blindfolded when she was dragged away, and then someone did some kind of ninja technique on her that made her pass out.
When she came to she was no longer blindfolded, but she was bound up and in a small, dark room.
She shifted up against the wall. Not again...
"Likstar?" Dabi's voice was even more hoarse than before, like he had been coughing a lot.
"I'm awake," Shine said, "Did they tie you up too?"
"Duh... I can't use my quirk. No surprise... What about you?"
Shine's sword appeared, emitting a faint glow even without her effort in that total blackness.
"Yes, here it is."
She saw Dabi vaguely. He didn't look beat up.
"They put us in here together?" she said, "How strange."
"I couldn't escape. Don't know why they thought you wouldn't leave," Dabi said, "unless not all of them are on the same page about your abilities."
That was, in fact, the case. Cults can be secretive even with each other.
"Who knows?" Shine crawled closer. "But you can use this to cut me free-- won't matter what they used to tie me. Then I can release you."
Dabi took the sword and very clumsily started to maneuver it. He hit her a couple times before he got in in the right position to cut the ties.
Shine rubbed her hands.
She was much faster at cutting him loose.
"Where is this?" she wondered.
"From the noises it's been making...I think it's a ship of some sort...and I get seasick," Dabi said.
"We can't feel anything, Dabi... Must be submarine or a steamer."
"Doesn't matter. I'll still get sick just thinking about it."
"Don't be silly. If that's all it takes then it's in your head," Shine said, "and you can just not think about it."
"Easy for you to say."
"Perhaps it is. I never get motion sick."
"Don't rub it in... Anyway, it might not even take that. I think I've got a cold."
"From the rain," Shine said.
"And Medea burning me..." Dabi said.
"Huh?"
Dabi explained. He felt free to do this now.
Shine shook her head. "That's so strange, not that she's violent, but that she stopped when her brother said that, and...I don't like it."
"No one else did either, but everyone's scared of them now," Dabi said.
Shine laughed. "Of a couple kids? You all would be."
"It's not funny to see it."
"I'm sure," Shine said, "But I've known a few teens like that. It never amounts to much."
"Don't underestimate them... Anyway, how are we going to escape?" Dabi coughed.
He sounded awful.
Shine wasn't sure he'd be up for a fight, even if his quirk was working.
"First, tell me something-- does your quirk hurt you at all? Like the others all have some weakness, usually."
Dabi laughed bitterly--which turned into a cough.
"Sure it does...a lot... I have no heat tolerance. Only cold... It scalds me whenever I use it..."
"What?!!" Shine cried.
"For too long," Dabi said.
"How long is too long?"
"Longer than a few minutes, if I go all out... I used it too much as a kid... Gave me white hair."
"Really?" Shine was shocked. "That bad?"
"Yeah." Dabi wondered why it was so easy to say that. He wouldn't have told her that before, but it didn't feel like a big deal right now.
"And they let you?"
"Not exactly."
Shine was silent for a second. Knowing her, she wasn't judging him as harshly as he deserved... It was pretty stupid in hindsight...
But still...
"You had better not do anything, then. Just follow me," she said finally.
"It'll be fine." Dabi was a little defensive. "I can handle myself. I know my limit now."
"And do you stick to it?"
Not at all...but if he said that...
He hesitated too long.
"That's what I thought. Absolutely not! I don't need your help if it's going to be like that. I'd rather go at it alone," Shine said.
She sliced her sword through the door of the room. She'd found it in this time.
At least no alarm went off when she did that.
"If you think I'm going to just follow you around like some dog and not do anything at all when we run into those ------------," Dabi used some very uncouth words, "then you're delusional."
"And if you were not already sick, I'd let you, but what if you pass out? Do you think I can drag you off this place? You're as tall as I am!"
"So portal."
"I can't... It's just like the camp. The air here is thick...no surprise, since they are a known cult."
"So what? No warping."
"It's not just warping. We'll just have to walk out."
"And if this is a sub?" Dabi hissed.
"I don't know," was Shine's reassuring answer. She opened the door as silently as possible.
They slipped out-- a dimly lit hall with portholes along it. It was a submarine...underwater.
Dark blue water was outside. It was still nighttime. They couldn't see a thing through it.
"If Wally knows they took us, maybe they'll find us," Shine whispered.
"Underwater?" Dabi said.
"You never know. He always finds me sooner or later," Shine said.
Dabi coughed.
Then he said, "I'm probably a liability for you...and I can't really swim... You should just go."
"As if I would ever do that." Shine didn't wait a second. "Don't be stupidly heroic, Dabi. It's no use."
"Stupidly heroic is not really a term that's applied to me," Dabi said.
"Well, shut up anyway," Shine said, "I'll tell you what-- we'll just take the whole ship."
As soon as she said it, she knew that was what they must do.
It just came out.
"What?" Dabi stared at her like she'd gone mad.
"Yes." Shine didn't back down. "That's what we'll do."
"Shine...just because they're quirkless, doesn't mean you can take on a whole army," Dabi said.
"But David slew 200 Philistines..." Shine said, "and Goliath... And Samson killed a whole army with the jawbone of a donkey, and there can't be that many people on this one submarine, right?... What if they have more prisoners than us? Why else would they hide out under water like this? We must do something."
"I knew you were crazy, but this is a new level," Dabi said.
"After what happened earlier, Touya, I can believe anything," Shine said, smiling like this was all that simple, "And I'm going to do it...or go down trying. Stay here if you don't like it."
She marched down the hall.
"Oh, for the love of--" Dabi decided not to finish that. He followed her, still coughing.

But really, hiding would have been impossible with him sick anyway, and Shine just confronting the problem would be better than waiting to get found-- only he had a hard time seeing it that way.
It didn't take long for some of the ninja--who were not fully clad in black now, but had masks and hoods off (it was hot on the sub)-- to find them.
A few rushed down the hall. Either they realized the door was open, or they were checking something else, but they skidded to a stop when they saw the two prisoners walking freely and casually, on Shine's part, towards them.
They actually just stared at them in amazement.
Shine waved very cheerfully.
"It's the one who cut the staffs in half," said one.
Shine brandished her sword. "Gentlemen, would you mind pointing me to the captain's room on this little sub? I need to tell him I'm taking over this boat."
Dabi was amazed she had the nerve.
And they were shocked...
Fanatics as they were, that amount of gall made them uneasy. She sounded like it was a matter of fact, not a threat.
"Aren't you quirkless?" said one.
"Yes," Shine said, "All the more reason to believe me. You block quirks right? How are you at blocking swords?"
"I'm not that crazy," one ninja said to the others and ran for it.
"Coward!" they yelled after him, "She's just one little--okay, not that little-- but one woman!"
Dabi smirked. "You know she defeated a Nomu single-handedly?"
They blinked.
"You have guns?" Shine asked, "That ought to give you a fighting chance, right? Go ahead, bring them out."
"We don't have guns," the ninja said. He was not too bright. "Guns are dangerous below deck."
"Right you are," Shine said, "And if you don't have guns, you cannot possibly hit me before I get over there. Right?"
They had throwing stars, but both of them forgot that. Instead, they backed up and ran for the stairs.
Dabi laughed, then coughed. "That was impressive...but they'll warn everyone now."
"That's fine," Shine said, "As many idiots as we can trap down here, the easier it will be."
"And you're so sure they won't be able to stop you?"
"If I've learned one thing from Wally, it's how to talk like you're not worried about anything," Shine said, "And you know? It works. Most criminals will run for it if you seem unconcerned at all. They're cowards. These guys might be fanatics, but that just exactly why they'll be scared of me. Conviction against sharper Conviction always chickens out."
"And if you're wrong?"
"I can fight too, you know," Shine said, "Just stay behind me."
She followed the ninjas and stood by the stairs. Sure enough, at least 6 more came hurrying down, soundlessly, carrying swords.
You'd think that ninja would have seen something as simple as hiding around the corner coming, but they expected Shine to have run the other way, not to be waiting for them.
Dabi was just standing behind her. She watched them run right past her down the hall.
"That was unreal," Dabi said.
"People are always more easily fooled by their own minds than anything else, Touya. Remember that," Shine said, "They'll look for me to do what they would do."
"They are morons. I thought they were smarter before," Dabi said.
"Nothing they've done so far has shown any real intelligence, just numbers, secrets, spying, etc.," Shine said, "They lack imagination. These people usually do."
"But some of them will find us."
"I want to stall on that, if I can," Shine said.
She winced and grabbed her wrist. "Dang it...I didn't notice this before... How did I not?"
Dabi saw it was where he'd burned her.
"I must have been too focused on escaping," Shine said.
"I'm...sorry." Dabi felt guilty.
"It's not so bad... I moved it all right while I was distracted. I just need to stay distracted." Shine wiped away some tears of pain. She couldn't help it-- it stung.
It didn't take long for more ninja to run by, but one of them finally had the sense to look around.
"They're just standing there!" she cried.
All of the others turned back.
Shine smiled. "You noticed."
Then she dashed up the stairs. Dabi raced after her.
Somehow he got to the top without coughing, but he began to have a fit immediately once he got there.
"Did...none of us throw something at them?" the female ninja said.
"I thought you would. You weren't obscured," said another snarkily.
They rushed back up the stair, but Shine was ready. She swatted them all back with her sword, then shut the door to the stairs--well, it was more of a gate.
Dabi put his hand on it and melted the lock.
"Why, you b-----d" One of the ninja shoved a knife at him through the gate, but it missed.
"You sit tight," Shine said, "And if you want to be treated nicely, tell us where there might be any other prisoners."
"What? Why would we tell you that?" they cried.
"I could set your hallway on fire," Dabi offered.
"We would die for our cause," the female ninja said.
"I think he's serious," said one of the others.
"Look, I'd die for our cause, but to hold on to a few prisoners? Isn't that a bit extreme?" said another.
"We can just recapture them later," the other urged.
The female frowned at them.
"Going once," Dabi said, eyes blazing.
"Fine," the female said, "There's a few more, up on the level above us. Not much fight in them, so no one was worried about them getting out. Happy? You mutant, deranged, son of a b----."
Dabi flinched at how much reviling was in her tone.
Shine's eyes blazed gold for a second, then she leaned real close to the gate, causing the ninja to back up a little. The female didn't flinch though.
"He is no more deranged than you are, less even, because you think that what you're doing is somehow helping people, you daughter of a snake," Shine said with way more intensity than anyone would expect, "You should reconsider how you live, or it won't be his fire that you need to worry about. You think quirks are such a curse? The kind of cruelty that it takes to strip people of their humanity is a far worse curse, if you ask me. It takes yours first. All of you ought to look in the mirror."
The female ninja tried to keep a stiff face...but then she suddenly started bawling.
Dabi couldn't believe it. Someone that heartless was just blubbering like a brat.
"You don't understand!" the ninja sobbed, but it seemed like she was angry, "How unfair it all is! It's sick-- sick, I tell you! And you're just part of the problem! Quirk or no quirk, you're just as sick as them!"
"I'd rather be like that than like you," Shine shot back, "You think you're angry at me because I'm wrong? You know you're wrong, don't you? You can't really think this is right!" She backed up. "Think about it. Call me if you ever decide to leave this horrible group."
She turned. "Come on, Dabi."
She walked away.
Dabi followed, still in shock.
"How do you do that?" he asked.
"I didn't do that, Touya. She knew," Shine said, "People always know, really... She just didn't think anyone would have the face to call her out for it. I've noticed a distinct lack of that in your world. People don't stand up for what's right. That's why these people get away with this so easily. My boyfriend's buddy Superman likes to say 'the only thing necessary for the triumph of evil is for good men to do nothing.' I forget who originally said it, but there it is."
[The quote has been attributed to Edmund Burke, but it was never proven he said it. We don't really know. I think that actually makes it more fitting.]
"What kind of kick are you on right now?" Dabi said, "We're captured. You're going around like this is your idea."
"I can't explain it right, Touya. Sometimes I am afraid at these moments, and other times I just feel like I have something to do. This is one of those times," Shine said, "It's a good sign, isn't it?"
They went down another hall and found some more rooms that were locked. Shine broke into all of them and let out whoever was inside.
It was a ragtag bunch of people with mostly ugly quirks...and Dabi thought all of them were probably criminals.
"I thought so. It wasn't just the LOV they wanted," Shine said.
"Other people no one would care about," Dabi said.
Some of the prisoners seemed kind of out of it. It was clear they'd been drugged before or after being taken.
Dabi wondered why no one bothered to drug them.
The ones who were a bit clearer...and had probably been there longer, didn't trust them.
"Are you just here to make us lose our quirks?" they asked nastily, "Go away!" They spit at them.
Dabi was mad. "You ungrateful--"
Shine stopped him. "They're afraid, Dabi... Dabi, you used your quirk on that gate."
"So?"
"So...this level is not blocked... Only one level was... Why was that?"
"None of these walking dead would do much damage if they used them, probably," Dabi said, "Quirk blockers are expensive. Why install more than one if you don't have to?"
"And that means it will be possible to escape for all of them," Shine said.
They looked at her suspiciously.
"Is this a trick? Some kind of sick game," someone with the head of a rat (rather unironically) said.
"Must be. No one would ever help gutter trash like us," said another, with spikes all over their body.
"If you all would prefer to go back in your cells and stay down here, then that's your choice," Shine said dryly, "But we're busting out of here.... Hmm...I thought more ninja would show up by now."
As if on cue, a bunch more did. There was still at least one deck overhead.
The "gutter trash" all backed up-- cowards, really.
Shine and Dabi prepared for a fight.
But the ninjas stopped.
"You're Likstar?" said one, pulling off their hood. It was a woman about in her thirties.
Shine nodded.
"And you're...escaping?" said another, a man, who didn't look really mean enough to be one of these guys.
"Just like that?" said a third.
There were two more. They just stared.
"It looks that way," Shine said.
They all exchanged glances.
"We heard what you were saying to this...person, back at the beach," said the woman.
Dabi didn't like that...but of course, they would have been watching.
"Oh...and you didn't stop me?" Shine said, "Wow, I appreciate your considerateness. I hate to be taken captive before I finish saying my piece."
"We thought it was interesting," said the nicer man.
"Yeah," said the third, who was just a teenaged boy.
"In fact...it...well, it's been bothering us..." the woman said, "We were talking about it...the last few hours."
Dabi could not believe this.
"You were?" Shine was just as stunned.
"It's strange, because it doesn't really apply to us at all," said the man, "But it sounded...well...I dunno. I felt kind of...guilty. You were talking about all the bad stuff we do, the dark stuff, and I can't say I didn't know exactly what that was."
"Plenty of it, since joining this," the boy said.
"What are you saying?" Shine said.
The woman sighed. "Some of us have begun to feel sickened by what we do here...inside...but we can't escape... I mean, who would ever forgive that? That's what made what you said so...striking. We're trapped here, just as much as that vermin is being a villain...and maybe it doesn't matter about the quirks, when you think we're all like that."
"You've been thinking that for a while, I take it," Shine said.
Dabi was speechless.
"Yes, but I thought it was no use to think that," the woman said, "I had thought, maybe I should just jump off this sub...but if you want to escape, the least we could do is let you...and, sorry for...well...dragging you here to begin with."
"You've got to be kidding me," Dabi said.
"There's no way this is for real," the other prisoners agreed.
Shine laughed.
"I don't know if I believe you all, but you might as well just join us. What could possibly make this any crazier than it already is? Come on."
"Really?" They brightened.
"Yeah, sure. Let's go." Shine gestured outside.
"What you think we'll just follow the same people who dragged us down here like dogs?!" cried the others.
"Then stay here," Shine said fiercely, scaring some of them.
She and the ninja led the way. Everyone else followed in a kind of daze.
Getting to the top floor finally, the ninja led Shine right to the control room.
No one else stopped them. Anyone who saw them just ran off because they were outnumbered. Being quirkless really sucked at a time like this, Dabi thought. All he had to do was light up one hand and they spooked.
Of course they would regroup, but the procession moved so fast that they got to the control room before that happened.
"It's no use, though. We can't drive this thing back to shore," Dabi said.
"I just want to stop it from going any farther away," Shine said, slicing open the door to the control hatch.
The captain of the submarine turned to give her a stunned look.
"What? How did you get out?"
"Move it." Shine pointed out the door. "Now." She held up her sword.
The captain didn't have a weapon, apparently...or thought he'd never have time to use it. He scrambled out, and the other ninja grabbed him.
"All right." Shine eyed the controls. "I have not the slightest idea how to pop this thing out of the surface..."
The woman ninja pulled out a knife and held it to the captain's throat. "Why don't you tell us how to do that?"
"I'm not just going to let you escape!" the captain cried.
"You'll do it or we'll tell the Holy General that you were with us when we get taken in," said one of the others, "And they'll kill you."
The captain whined. "Fine... You're traitors, all of you! You'll go straight to hell for this, you know!"
"Oh, shut up," they grumbled.
The captain very unhappily brought the submarine up out of the water.
"Now let's pop the hatch," Shine said, "I have one last thing to do."
* * *
The larger group was at the shore. Hawks was using his feathers to search for the sub.
No luck. It was submerged completely.
Karen laughed at them. "They're gone. Give it up."
"You know, Karen, it's a real shame you aren't even willing to consider what I told you," Wally said.
"Look, lunatic," Karen said, "if you had one smidgen of proof of all that, I might say you weren't bat crazy. But I'm not going to let a lot of hogwash about being able to be pure without all the work sway me. It's a nice idea, if you're, like, 6, maybe. I can't believe any grown man would propound that nonsense."
"She's really annoying," Mirko grumbled.
"She sounds like you did," Wally said, holding Karen at bay just in case she broke free.
The LOV snickered at Mirko.
"This is no use. I can't find them," Hawks said.
"What would you need as proof?" Wally asked Karen, "Come on, name it."
"For starters, there's no way any villain would ever actually accept that," Karen said, "And for another thing, it's useless. You think power comes from that? Kindness? What are you smoking?"
"Why are you letting her rant about this?" Compress rubbed his ears. "We should have knocked her out or compressed her ages ago."
"It's all part of my plan," Wally said.
"To do what, annoy us to death?" Shigaraki snapped.
"Nah, man, I would just let you talk about Pros for a while if I wanted that," Wally quipped.
It was Mirko's turn to laugh.
"Hello, is anyone concerned that I'm not finding them?" Hawks said. "Maybe Lethe was given bad info."
"That would be impossible," Lethe said, "It's out there... Why not just go look up close?"
"If it is out there and it blocks quirks, I'd just fall in the water," Hawks said, "Or be useless..."
"Too bad Gang Orca isn't here, huh?" Wally said, "But I can run out there and look, maybe...not that close though. It's so dark. I'd want a light."
It was crazy how right after he said that, they all saw a bright light flash from across the water.
Wally cheered. "That's Shine's sword. I'd know that anywhere. I'm coming, honey!" He tossed Karen at Hawks and dashed across the water.
"What in the actual h---?" Hawks squinted. "I think...it is her. I see someone... Hold this." He shoved Karen at Mirko and took off after Wally.
"Hey!" Mirko yelled, "Don't just leave me here!"
"Can you fly or run on water?" Spinner said snidely.
Mirko pushed him into the ocean. Granted, it wasn't that deep, but he still coughed and spit out water. "B----!"
"Impossible!" Karen cried, "No one could have escaped! They would have put the sub on lockdown!"
They would have, it was true, if the people who were supposed to do that hadn't been the same ones who'd decided to switch sides.
The rest had been too busy running away.
The bigger problem was the sub was kind of old and didn't have as many security measures on it as a regular steamer or express ship would have.
Or any cameras.
The whole escape had taken less than 30 minutes from the time Shine and Dabi had broke out of their own cell, and most of that time the ninja had not known they were loose.
They only realized that later though.
Wally and Hawks began coming back with a ton of people.
To the LOV's shock, there was not only Dabi, but at least 10 other criminals, none of whom looked happy to see Pros-- and then there were five ninjas.
Karen gaped.
But Shine wasn't done.
She and Wally went back and yelled over the intercom system in the sub that anyone who didn't want to drown had better evacuate, because they were cutting a hole in the hull.
All the ninja on the sub ran for it and got out. Then Shine did exactly what she said, with Wally's help, since she was injured.
The sub sank within 20 minutes.
During the time, the 5 ninja who'd decided to defect told Karen (and the captain who was still unhappily in their care) what happened.
Dabi told the LOV what else had gone down (not the part about the beach).
"Are you trying to tell us that you just walked out of there?" Shigaraki was incredulous.
"Unhindered?" Compress said.
"No, we were hindered a couple times, but it was nothing," Dabi said, coughing,"I never saw such a bunch of wimps when it really came down to it. They expect us to be helpless without quirks, and then we weren't. At least, Likstar wasn't."
"So hubris was their downfall," Compress said sagely, "Isn't that just the way?"
Silk pulled a scarf over her face like she was afraid one of the ninja would recognize her.
"I thought you could handle it," Wally told Shine, when they were finished, "But I wasn't sure about Dabi... I'm sorry we couldn't find you sooner. I'm not good at underwater stuff."
"It was fine, babe. You were where you needed to be," Shine said. Then she winced. "I really need ice... I think the adrenaline is wearing off."
"What?" Wally examined her burn. "Did Dabi do that?"
"Yes, he's sorry now--" Shine didn't get a chance to finish.
Wally punched Dabi into the sand.
"Don't ever do that to her again!" he said fiercely.
Dabi rubbed his face. "Yeah...figures..." he muttered.
Wally then helped him up. "But she told me about the rest too, so, hey, I'm happy for you. Just don't ever even think about harming her again. I am glad, but don't even get close to it, or seriously--"
"Wally." Shine pulled him away. "I think he got the message. Thank you. You're scaring him."
Dabi was sufficiently freaked out by Wally's angry side.
"I don't know why he did that, but I am certain that guy deserved it," Mirko said, shaking her head.
"Oh, shut up," Spinner muttered.
She shoved him back into the water.
Then she saw all the ninja who'd escaped the sub starting to book it for the city.
"Oh, no you don't, scum!" she yelled, "Hawks, head them off."
Hawks shot feathers out. "I don't know of if we can take that many--"
Mirko never listened to him. She lit into all of them, and it was incredible. She knocked over 6 at a time with one kick and flipped over more. She was like a white and tan blur.
Medea rushed in as if this inspired her, and headed off some who were trying to escape off to the side. She lit herself on fire and, phasing through their weapons, then smacked them into the ground.
They didn't have time to grab a quirk disrupter apparently, and that made them easy to take down.
Hawks pinned down any remaining stragglers, but he turned to the LOV. "I wouldn't spoil Rumi's fun if I were you. She needs this more than we do."
Mirko was laughing while beating them up.
"She's...terrifying," Spinner said, "and I do not mean that in a good way. Pros are so violent for fun."
Shigaraki watched that and didn't seem to find it odd. She kind of reminded him of a video game character.
Once Mirko was done mopping the floor (or sand) with all of them, Silk tied them all up.
"I took it easy on them." Mirko wiped hair out of her face, breathing hard. "I didn't break as many bones as if they had quirks."
"Yeah, looks like they forgot they had weapons too," Hawks said.
"After what Likstar put them through, I have a feeling they forgot they had names," Dabi said.
"What did she do that was so bad?" Lethe asked.
"Nothing," Dabi shrugged.
Shigaraki was all set to murder the remaining 5-- and Karen, who was still tied up. And the captain, who didn't get a chance to run.
But Shine would not allow it.
"You'll leave them alone. They helped us."
"This one didn't." He reached for Karen.
Wally yanked her out of reach. "Come on, man. I told you, I'm not letting you kill her. She's a crazy radical, but who isn't around here? Where's your sense of irony?"
"He doesn't have one," Shine said.
"So what? We just let them go? That's stupid." Shigaraki said, "They'll come after us all again."
"That's true, but they'll do that anyway," Shine said, "What does one more or less really matter? There's hundreds of them."
"Your problem is you're too weak to do what needs to be done," Shigaraki said in disgust.
"That is your problem," Shine said, savagely, "not ours. Killing them would be the coward's way out."
"Don't worry," Hawks said, "We can dig up that submarine and prove they were human trafficking. These guys can actually go to jail without rousing any suspicion." He frowned. "I'd better call the police now."
"Yeah, you do that," Mirko said tightly, "And anyone who's not currently on our list, better just get out of here."
"We ought to at least get one for questioning," Compress said.
"They are not bargaining chips," Shine snapped, "You called us in for help, you take the kind of help we give. Do you understand?"
The tone sounded near to the breaking point. The LOV didn't want to push it.
"Whatever," Spinner said sullenly.
"Have it your way," Shigaraki grumbled, "We'll get our revenge sooner or later, Likstar."
Dabi coughed again, then collapsed.
"I think bigger problem might be him," Silk said, "He's clearly got a chill. We should hurry before it get worse."
The League took her advice and booked it.
Mirko left also.
The police arrived within 10 minutes.

The whole story made the news next morning. The gang was charged with human trafficking. The criminals were evidence enough of that. The submarine was recovered by the coast guard and some aquatic pro heroes.
Hawks was given the credit for discovering the whole thing ,which he smilingly told the police was just a happy accident, as he'd been patrolling the area and spotted the submarine and seen something off about it. No one saw any reason to think that was suspect. Heroes did it all the time.
If Hawks felt guilty, he never let on to them.
