Character information

For the most part this is okay, the only issue I have is the part time lord thing but I will go into detail on that later. I think you could add some more negative traits to her personality and also make sure none of her traits contradict, for example being outspoken but being more of a listener don't go together.

Everything else is well detailed and makes sense so good job.

Relationships

Alright so, I don't think this whole time lord thing works and I'm almost always against making a time lord oc, because in the universe it just doesn't make much sense. The Doctor stopped her from being doctor Donna and also wiped her memories to prevent anything like that happening again, so I doubt that the doctor would risk associating with her child for Donna's own safety, so having this oc be Donna's child has put you in a very strange position. The whole situation seems unlikely, but then again it is Doctor Who we're talking about. I also never recommend making a character that is the child of a preexisting character (not including second gen universes) because it limits the possibilities of the character.

Rethink these and even if you decide not to change them, develop them so they have an effect on the character.

Another note; I can't imagine Donna putting too much pressure on her to get a good job seen as that's what her mother did to her and they didn't get a long and also the Doctor gave her a winning lottery ticket, so money shouldn't be an issue.

Backstory

This makes a bit more sense but I feel like my previous comments can still hold true. When working with a plot like this you really gotta figure out the details and you need to put some maths into this one. She must have been born real premature for all these health defects. For example, I ws born a month before a was meant to and I suffered a total of zero health problems as a result. It varies form person to person obviously but it'll have to be very premature for there effects to take place.

Also you just kinda threw in her friend dying even though I don't know how they know eachother or how old they were or anything like that. So think that through.

Add more details and rethink things over really.

Other

These work but partial time lords don't really exist in the universe so I'm honestly not sure how this would work. She isn't op like I expected though, so good job on that.
Stats

Stats are well balanced so no issues here.

Final thoughts
I actually like the concepts and ideas you've come up with here despite my criticism. However, the issue lies in whether these things would actually work in the universe. So you probably have to do research on the universe and stuff to make this feel more fitting. I wouldn't worry too much about it though since doctor who doesn't exactly have a reputation for being consistent.
