{ TUTORIAL } 

in the layers panel, right click on your face claim or background and select duplicate layer.

make sure you click the top most layer (that you duplicated) then go to the top of the screen and go to filter, stylize, and diffuse.

for the mode, select anisotropic and OK.

this is optional, but select the bottom layer (the layer you did not diffuse) and go to filter, sharpen, and sharpen more.

then go to the layer that you diffused and bring down the opacity to your liking.
