INTRO

President Huxley stepped up to the pedestal in her all white attire; a simple jumpsuit with long sleeves that reached the floor. Her dark hair with streaks of grey in it was braided and pinned all nicely on top of her head while her sharp eyes were covered in smokey grey eyeshadow; her lips coated in a blood red gloss.

“Ladies and gentlemen,” she spoke, her tone loud and clear, commanding the room as someone in power should be able to do. “This is the 200th year of the Hunger Games. And it was written in the charter of the Games that every 25 years, there would be a Quarter Quell to keep fresh for each new generation the memory of those who died in the uprising in the Capitol. And District 12’s failed attempt at one.” Those who lived in the Capitol and worshipped the Games shuddered at the mention of the uprising, not understanding why District 13 and 12 had attempted to leave their beautiful nation and ruin a perfectly good system they had set up.

“Each Quarter Quell is distinguished by Games of a special significance.” President Huxley continued, a slight smile to her lips as she opened up the envelope which defined what the Quarter Quell would be this year. It was always an exciting time. All the while, those who did not live in the Capitol and were forced to compete in the horrid Hunger Games, were watching their screens with bated breath, nervously wondering what this year's Hunger Games would have in store for them.

“And now on this, the 200th anniversary of our defeat of the rebellion, we celebrate the 8th Quarter Quell as a reminder that even with the District’s each having their own speciality, they are still nothing without the Capitol. On this, the 8th Quarter Quell Games, the male and female Tributes will each get a disadvantage according to their districts.”

Those who were watching the announcement looked at one another in confusion, as they didn't quite understand what that meant. Luckily, or perhaps unluckily for them, President Huxley continued on, explaining for all those who didn't comprehend. Her blood red lips only grew in size as she quite liked what this Quarter Quell entailed. It sure would make for an interesting Games.

“For District One, in relation to the district's production of luxurious clothing and jewels; in the arena their disadvantage shall be their lack of proper arena attire. They will find it very difficult to live comfortably in the given environment and will be left vulnerable to harsh weather.” At this, those who resided in said district gasped, horrified that all the work they did for the Capitol would work against their favour in the Games.

“For District Two, in relation to the district's production of weapons; in the arena their disadvantage shall be the absence of any sort of weaponry. Tributes will not be allowed to carry or use any sort of weapon during their time in the arena.” Cries of outrage were heard amongst District Two as they gave everything to the Capitol, followed them willingly, and yet they took away what made them the lethal killers they were. Without weapons, tributes from District Two would be left weak and defenseless and that wasn't what they were known for.

“On to District Three, in relation to the district's production of electronics; in the arena their disadvantage shall be the absence of any type of electronics such as any type of googles or any heating/cooking devices. Along with this, they do not get the advantage of seeing the tributes who have died when the anthem plays during the night. They will be cut off from anything that is technologically based.” Those in District Three weren't all that distraught at not being able to use any sorts of electronics. Those from said district were intelligent individuals and they would find another way to achieve their goal.

“For District Four, in relation to the district's production of fish; in the arena their disadvantage shall be the absent availability of being near any bodies of water. Tributes will not have access to any fishing materials.” In truth, this made the residents of District Four quite nervous. How were they going to get drinking water, they wondered. In water, those from District Four thrived, like it was where they were meant to be. However, on land they weren't as graceful and it would require a bit more effort.

“Now for District Five, in relation to the district's production of power; in the arena their disadvantage shall be the absence of light. They will not be allowed to have any flashlights and they will wear special contacts to make it seem as if all day is night time.” Those who watched from District Five gasped in shock, that seemed like an impossible thing and simply cruel. To them it seemed as though it were the worst disadvantage by far.

“District Six, in relation to the district's production of transportation equipment; in the arena their disadvantage shall be the shoes they will be forced to wear. They will cause them great difficulty when trying to travel. They will not be allowed to take them off. The tributes will also not be allowed to receive any parachutes.” Groans were heard across District Six as this as well seemed like a terrible disadvantage. Not being able to receive parachutes simply seemed unjust. How were they to survive without them?

“For District Seven, in relation to the district's production of lumber; in the arena their disadvantage shall be the lack of any type of wood. They will be unable to have access to any tree cutting equipment or wooden weapons and will not be allowed to use any trees as a resource.” It was no secret that those in District Seven were extremely skilled with lumber and axes, however, not all citizens were therefore for some, this wasn't much of a disadvantage.

“District Eight, in relation to the district's production of textiles and fabrics; in the arena their disadvantage shall be the absence of any type of fabric materials such as sleeping bags, blankets, extra clothing or bags to carry supplies in.” This was quite an annoyance for those residing in said district. They worked until their fingers bled to make textiles and fabrics for the Capitol, yet they were denied the basic essentials of extra clothing to keep warm or bags to carry food and such.

“As for District Nine, in relation to the district's production of grain; in the arena their disadvantage shall be the absence of any type of weapons that are usually used in the wheat fields. Also the tributes shall not be permitted to any type of grain or bread while in the arena.” Besides not being able to eat bread or have access to any sort of grain while in the arena, this disadvantage wasn't too bad for those of District Nine. Not all of them used tools or worked in the wheat fields so they were sure they wouldn't be too held back.

“On to District Ten, in relation to the district's production of livestock; in the arena their disadvantage shall be the absent availability to any type of animal. The tributes will be forced to forage during their time in the arena. In no circumstances will tributes be allowed to use any resources from an animal.” Now this was a shock for those that resided in said district. They lived off of livestock, barely eating much plants and wouldn't even know the first thing about them. They knew there were many that were poisonous yet they couldn't pick out which one therefore this would be quite a challenge for them.

“For District Eleven, in relation to the district's production of agriculture; in the arena their disadvantage shall be the absent availability of any nature based foods and/or herbs. Tributes will need to hunt during their time in the arena, and will not be able to use any type of medical plants.” Those from District Eleven had the same reaction as those from District Ten. They knew nothing about livestock and how to cook it properly as if you didn't you could become quite ill. Plus, they wouldn't be able to use any sort of medical plants and they were very gifted at healing so they didn't know what they would do if they ran into a problem that would require such.

“And last, but certainly not least, District Twelve. In relation to the district's production of coal; in the arena their disadvantage shall be the absence of any type of fire. Tributes will not be allowed to make any type of fire, even if just embers.” Now, although this was a bit of a disadvantage as they wouldn't be able to keep themselves warm or cook food, residents of District Twelve weren't as worried as they could have been as they knew they were so much more than just fire.

“Now,” President Huxley cleared her throat as she prepared to finish off reading from the slip of paper that had been written 200 years prior. “To ensure that the Tributes follow the specific rules this year, they will be given necklaces that will explode if any Tribute should break their District rule.” Gasps and shouts of disbelief were heard all throughout the nation, shocked that the Capitol would be so bold as to kill off their Tributes without the entertainment of seeing them kill one another.

President Huxley smiled warmly as she put away the envelope, looking around at the citizens of The Capitol whom had gathered around to hear the speech, along with the many cameras that were broadcasting her words all over the Districts.

“Happy Hunger Games! And may the odd be ever in your favour.”

AUTHORS NOTE ( okay whew! This story is going to be a real doozy. It's going to take place in an alternate timeline where the rebellion failed. It's the 200th hunger games and all characters will be completely new and there may be one or two from the original hunger games but most characters will be making their debut in this story. The plot, along with all of the original characters (which will be pretty much all characters) belong to me and the only thing that is Suzanne Colin's is the main plot idea of the hunger games and the Capitol and the districts, etc. Please be sure to ask for clarification if you're confused as I know myself am a bit confused at times due to the all the different yet the same details in this story.

There are also a few people I'd like to dedicate this story to as they have all helped me tremendously in making this a reality.
