Princess General is just a fancy name for Female Martial Artist. They are given a token to have an authority to command soldiers inside the capital. They are like Generals that protected the people inside the Capital if the Generals are away in the battle field. Its just so happens that the Capital did not have any General's present, all have been sent to the government orders as there are reports that some vassal countries has been planning a rebellion. Princess General is in charge of protecting the Capital. Its rare for a woman to even learn martial arts, except of course, if they came from General Households but even so, they are not greatly valued much like how men are.

Seems like the Emperor is placing a hot potato in Cordilia's head as well as a bargain chip. The Emperor has nailed Cordilia on the wall, this is to force her to stay in the capital for giving such high honor, status, and responsibility.
