After Russia sent a diplomatic delegation to Mu, they arrived at Melkov port after several days of travel. The Mu government immediately initiated a rapid investigation to assess the situation.
In a private meeting room, a diplomat and three military officers were discussing the initial information about Russia before welcoming their diplomatic delegation. Currently, apart from the name, they truly knew nothing about this country.
However, one thing was certain: Russia had quite an impressive scientific foundation. The ship they used to get here was clear evidence of that. The magical detector found nothing unusual, which meant that this warship did not operate on magic. But its appearance was quite perplexing.
"It looks both weak and strange. Why does a warship have only one turret, and a small one at that?" one officer voiced.
"I'm not sure, but if they are indeed diplomats, this could be a way to assert their strength. Not powerful, but perhaps aligned with our doctrines?" the Mu diplomat replied.
"Maybe, but I'm paying attention to those tubular structures. They could be the main weapons, but I'm not sure what they are. Anyway, as a civilized nation, we need allies like them to counter the Milishial deity bloc."
"I agree. Although we cannot ascertain their strength, they may be prioritizing some aspect that we are unaware of. There have been similar cases, and I don't want to end up like Papaldia or those 'civilized' nations."
"Then we will treat them amicably and assess Russia's strength by allowing them to reveal themselves. Even if just for reference, it still holds great potential."
After some discussion, a diplomat and an officer approached the room of the Russian diplomat.
Inside the room, two Russian diplomats, Stalin and Ikanovih, were sitting in a yellowish space, styled like 1950s America but still impressive with modern architecture. Although they were brought to a port and misunderstood as coming from another country in the region due to the light cruiser, it was amusing yet indicative that civilized area number 2 had a slightly more developed scientific foundation. They were still in the pre-World War I era, which was crucial for advancing technology.
The two were enjoying an appetizer of crackers. Although quite bland, it did not detract from the meal. Stalin was eating while reviewing documents in hand, then said to Ikanovih:
"If they don't believe what we present, we will be in trouble."
"Not necessarily; as long as we are clever, we can prove it. In the worst-case scenario, we can have the crew stage a mock attack. After all, just arriving in this country shows how desperate they are for oil," Ikanovih replied, continuing to eat with a calm demeanor.
"Indeed, the industry here seems to be in a boom phase. We will take advantage of this without wasting too much time," Stalin said, continuing to review documents about the partner nation. However, as previously mentioned, although they were called a civilized nation, most were quite arrogant and conservative. They hoped Mu would be a bit different to help improve their urgent situation.
The national economy was still on a downward trend. Although bolstered by gold reserves being supplemented from abroad, it did not help much. The government still had to maintain the oil industry to stabilize the nation, but both diplomats could not be sure of success in this venture.
"And I am Ikanovih Berchivka; we are diplomats sent to establish diplomatic relations with the Mu Federation," Ikanovih introduced, and the other two looked at him and responded amicably.
"I am Magnus, a diplomat, and this is military officer Fil. We are pleased to have another partner," Magnus said. Both sides shook hands and then sat at the table, beginning to delve into the main topic.
"First of all, here is the information we would like to provide you about our country. These documents will give you a more comprehensive view of our nation. If there is anything unclear, please ask so I can clarify," Stalin said, placing a stack of documents on the table in front of Magnus and Fil.
Diplomat Magnus and officer Fil picked up the stack of documents to review. The first thing they saw was a prepared map showing the shape and basic information about this country. As they went through the information, they could hardly believe what they were seeing.
"17,075,400 km²! This is too large! The ship came from the north, and there's certainly no place that big. This country definitely does not belong to civilized area number 3; if it did, Milishial's media would have reported on it."
Magnus read more information before making comments. The remaining information seemed more reasonable, and it helped them understand the Russian Federation better. The regime of this country was called a "Semi-Presidential Federal Republic"? This term sounded quite strange. Magnus and Fil looked at each other and then turned to ask the two Russian diplomats.
"Excuse me, what is a Semi-Presidential Federal Republic? If I seem ignorant, please explain it to me," Magnus asked. This question surprised Stalin and Ikanovih a bit; upon hearing the official name of the Mu Federation, they could at least guess part of it.
Stalin looked at the two in front of him and asked before answering, "I have a question about the political system in Mu. I ask this so we can address the issue you just raised."
"Alright, although I'm not sure of your purpose, we will provide the information right away," Magnus replied, then began explaining the political system of his country. Stalin and Ikanovih listened attentively.
They realized that Mu's political system was a standard Federal Republic, similar to the United States, with states having high autonomy and their own policies, but still adhering to the common constitution of the nation.
This made it easier for the two Russian diplomats to understand this country. After listening, Ikanovih understood and immediately addressed Magnus's question: "Then we can clarify your question, Mr. Magnus."
Magnus and Fil nodded, eager to find out how the political structure in Russia differed from Mu. If there were any differences, it would be worth considering, especially if it was better than what they currently had.
"Basically, the systems of both sides are quite similar, but there are clear differences in the distribution of power. In our system, the President has power higher than or equal to that of the Prime Minister; that is, both positions have the authority to make important decisions affecting the nation. Furthermore, in terms of administrative hierarchy, we have some differences, such as the administrative states having more control compared to the positions," Ikanovih explained in detail. Magnus understood this difference but was also concerned whether such decentralization could make the country more prone to division.
"So if the President and Prime Minister have conflicts or disagreements, could that worsen their relationship and lead to instability for the country?" Magnus wondered, then shared his thoughts with the Russian diplomat.
Ikanovih understood this concern. He knew that without thoroughly understanding a country's internal situation, misunderstandings could easily arise. "Regarding that, our country has unity within the government. The President and Prime Minister maintain a very good relationship, and there will be no disagreements on important decisions. Therefore, our political situation is currently stable and ready to undertake any complex tasks without major issues."
"I understand. But there's another piece of information that catches my attention. How can there be a country with an area of 17,075,400 km²? As far as I know, the north, belonging to civilized area number 3, has no such country. Even if it were a country outside of civilization, it couldn't just appear without any information or attention," Fil said, raising his query. They had anticipated similar questions and had prepared thoroughly.
Stalin began to explain. "There is a reason for everything. In fact, our country has never been in that position; in other words, our entire country along with a few other nations has been relocated to this world."
This was indeed shocking information for Magnus, but he did not immediately believe it and probed further: "That's impossible. Or do you want us to believe an utterly ridiculous story? Please provide a more understandable reason."
"No, that is the truth," Stalin asserted.
"What?" Magnus asked again, unable to hide his skepticism.
"As I said, everything is true. If you do not believe what we say, we can prove this with a trip to Russia, or just by looking at the ship we arrived on. It is enough to demonstrate our military strength. But that is not a threat; it is merely a way to show that we come from another world," Stalin emphasized, his face showing seriousness, causing Magnus and Fil to feel doubt.
Such statements could be seen as outrageous, but in reality, the appearance of their ship was so unique that it made it one of a kind in this world. However, if they only spoke without evidence, no one would believe them. If anyone in the military were to interact with these two, the result could be imprisonment and interrogation, along with the ship being confiscated.
Fortunately, the two of them were capable of thinking beyond a bunch of arrogant superpower pretenders like Papaldia. Those were the worst, causing diplomatic relations of many nations to face numerous troubles, making the diplomatic department extremely weary. Although the president was not like that, there was still a bit of extremism in thought; however, this did not affect their work.
If they had to choose, the two proposals they put forward were indeed very appealing. It would help the nation gather more information about new things, thereby boosting their technology. If Russia was indeed as strong as they suggested, then pulling them to their side would be a fantastic move. Conversely, if they were not that strong but only relatively so, they could still become a partner providing energy at a more reasonable price than other countries.
Magnus thought this over and decided to share his opinion: "Those two proposals are indeed very attractive, but we can hardly choose the first option due to insufficient personnel. As for the second option, we will consider it, but with one condition."
"What is the condition?" Ikanovih asked.
"We want to record the entire process of the ship using all its weapons."
Upon hearing this, Stalin and Ikanovih were taken aback. They could guess that Mu's technological level was sufficient to develop primitive cameras, but the purpose was to film the warship using its weapons.
This was not a way to foster a good relationship with a nation. However, in a world without organizations linking nations, this could be understood. From another perspective, Mu would be a potential market to save the oil industry from the current crisis. Therefore, if there was an opportunity to establish friendly diplomacy, they would not easily let it slip away.
"That may be possible, but we came here primarily to discuss basic trade exchanges. Therefore, we would like to ask if Mu has any goods that need to be imported?" Stalin replied, with a friendly smile to create a pleasant atmosphere.
"Regarding that, we have only recently completed the industrialization process, so resources are still quite limited. But if we had to mention what we need most right now, it would be a type of viscous liquid that can burn, used in industry; we call it burning fluid," Fil replied, which made the eyes of the two Russian diplomats light up.
Stalin immediately stated what they were sure they wanted to hear. "We have that..."
"Really?!" Fil and Magnus exclaimed in surprise.
"Let me finish first. Yes, we have it, and in fact, a lot of it," Stalin continued. "We are ready to trade it with you at a reasonable price. Everything we have uses this type of liquid, and your burning fluid is actually oil."
At this point, the two felt more at ease with this information. Magnus realized that if that ship truly operated on this type of fuel, then establishing additional transactions would not be a bad idea. But now was not the time to proceed with trading; they needed to compel the other side to provide more information about the technology inside the ship.
"I understand. So before discussing trade, we should examine how advanced your technology is," Fil said with excitement. "We have an uninhabited island that we usually use to test naval weapons."
The two Russian diplomats quickly nodded, agreeing to Mu's request to establish diplomatic relations.
