          "𝐏𝐄𝐎𝐏𝐋𝐄 𝐎𝐅 𝐏𝐀𝐍𝐄𝐌, 𝐖𝐄 𝐅𝐈𝐆𝐇𝐓! 𝐖𝐄 𝐃𝐀𝐑𝐄! 𝐖𝐄 𝐄𝐍𝐃 𝐓𝐇𝐈𝐒 𝐇𝐔𝐍𝐆𝐄𝐑 𝐅𝐎𝐑 𝐉𝐔𝐒𝐓𝐈𝐂𝐄!" Katniss' voice yelled through the speakers in the command room as people cheered on the screen.

          The screen changed as Finnick gave Katniss, who was looking down at the ground in annoyance, a sympthateic look, understanding the pressure to act like someone you aren't. 

          Haymitch cleared his throat as he stood up from where he was sitting. "Uh, Madam President, indulge me for a moment, if you would. Let's have everybody think of one moment when Katniss Everdeen genuinely moved you. Not. . . not where you were jealous of her hairstyle or her dress went up in flames. Or she made a halfway decent shot with an arrow. And. . . and not where Peeta made you like her. No, I'd like you all to think of one moment where she made you feel something real." 

          Everyone stood quiet for a moment making Katniss think that there was no moment where she made anyone feel something real until Finnick spoke in a soft whisper. 

          "When she volunteered for her sister." Finick stated softly as Katniss gave him a smile. "Fleur said it's when she realized that she would be the biggest competitor in the Arena. Not because of her skills, but because of the fact that she had someone back home she would die to save." 

          "Excellent example." Haymitch replied as he began erasing whatever writing was on the screen. "I hope that wasn't important. Uh. . . okay. 'Volunteer for sister.' Okay, what else?"

          Effie raised her hand. "Oh. When she sang that song for little Rue." The woman stated. 

          "Oh, yeah. Who didn't get choked up at that?" Haymitch questioned rhetorically in a monotonous tone of voice. He took in Effie's new appearance before shrugging. "You know, I like you better, Effie, without all that makeup."

          "Well, I like you better sober." Effie replied causing Haymitch to turn and look at her in disbelief, causing a small smile to pull at Finnick and Katniss' lips before it fell. 

          "When she chose Rue as an ally, as well." Beetee added. 

          "Also when she tried to carry Mags." Finnick added softly. 

          "Now, what do all these have in common?" Haymitch questioned. 

          "No one told her what to do." Gale replied. 

          "Unscripted, yes." Beetee hummed. 

          "So maybe we should just leave her alone." Finnick suggested causing Katniss to give him a thankful look. 

          "And wash her face." One of Coin's most trusted soldiers, Boggs, stated causing Effie to scoff softly. "She's still a girl, you made her look thirty five."

          "The opportunities for spontaneity are obviously lacking below ground. So what you're suggesting is we toss her into combat?" Plutarch questioned. 

          "I can't sanction putting an untrained civilian in battle just for effect. This is not the Capitol." President Coin countered. 

          "Well, she technically isn't untrained." Finnick pointed out. "She was thrown into the Hunger Games two years in a row."

          "That is exactly what I'm suggesting, Madam President." Haymitch stated. "Put her in the field."

          "No, we can't protect her." Coin countered.

          "It has to come from her. That's what people respond to. You want a symbol for the revolution? She cannot be coached into it. Trust me, I know." Haymitch replied

          "Maybe there's someplace that's less dangerous." Plutarch stated in an effort to find a middle ground.

          "District Eight. They reported heavy bombing last week. There are no military targets left." Beetee replied, causing Finnick to suck in a breath at the news of Fleur's home. 

          "We can't guarantee her safety." Coin stated. 

          "You'll never be able to guarantee my safety. I want to go." Katniss stated. 

          "And if you're killed?" Coin questioned.

          "Make sure you get it on camera." Katniss stated with a shrug.

          Plutarch laughed as Finnick gave her a weak smile at the statement.

          Fleur's head drooped from exhaustion before a needle pricked her neck causing her eyes to snap open and a gasp escaped her lips. Cuts and bruises littered her face and purple finger marks marred her neck. Her left hand hurt to move while her throat and lungs were burning from the lack of oxygen. Her wrists were tied down as she looked around. 

          "There you are. Glad you are awake. We can finally move onto your torture." A new woman torturer stated causing Fleur to frown. 

          'Where was the man?' She thought before her eyes hardened. 

          A familiar scream made Fleur's blood run cold. She shook her head rapidly, knowing that the scream were fabricated. The woman smirked happily at the look of distress and pain on Fleur face. 

          "No, no, no. That's not possible. He's dead. Jonah's dead." Fleur whispered as a whimper left her lips.

          More scream filled Fleur's ears, Finnick's and Ben's, but the only one that she could process was Jonah's. She tried to rip the restraints off of her wrists in an effort to block out the pain filled screams of the people she cared about. 

          Tears filled her eyes as she shut her eyes as her mind exploded from the sound. All she could feel was guilt and pain from Jonah's death.

          Multiple whimpers left her lips as the woman took down rapid notes, not blinking at Fleur's obvious distress or the multitude of screams that filled the room. 

          "All you have to do is tell me what the rebel plan is, and you won't have to bear all this anymore." The woman whispered into Fleur's ear.

          Fleur sobbed but mustered enough energy to glare at the woman through watery eyes. "Jonah's dead and I can't bring him back. But you if I tell you anything, you'll kill Finnick, and I will not let that happen." She whispered weakly.

          The woman scoffed angrily before Fleur let out more sobs. The woman continued to glare at Fleur in disappointment as Fleur's vision danced with black spots before she passed out from exhaustion from all the the pain she was feeling.

          Ben and Finnick sat in silence as the two of them made knots on the rope Katniss had gotten for them. Ben's were rougher and not as precise as Finnick's but he was getting better at making the knots everyday. 

          Ben turned towards the District Four man before biting his lip as if he was contemplating something before giving in. 

          "I know you love Aunt Fleur," Ben started to say, causing Finnick's fingers to stop making the intricate knots. "But, you can't hurt her." The twelve year old didn't give Finnick a chance to respond. "It would break her into pieces."

          "I know. I know it'll break her, but it would break me too."

yes. he is.

honestly, not like finnick ever would hurt her. 

unless he dies.

i know that canonically that finnick was much more unstable during mockingjay part 1 but, i think that he would have to be strong and not wallow because he would have to look after ben.
