Personality- Chloe has always tried to be like her big sister. Someone that doesn't give a crap, someone that doesn't care and is independent. But deep down, Chloe doesn't want to be like that, even though she tries. She's bad at faking it, too. It will often seem like she's being just plain out rude, and that is the last thing she wants. Behind the sort of careless exterior she tries to put up, she's just a giant sweetheart. It's easy to break through, the careless shield she puts up. It's already fragile, she has to force herself to do it upon meeting new people, just because she wants to be like her sister. It's also just because she's insecure. She's scared of being judged, scared of being looked down upon. 
Past the exterior she tries to put up, Chloe is a big sweetheart, a big teddy bear. She loves people, she loves talking to people and laughing with them. She doesn't want to be mean, she feels horrible after she is at any point, that's why she tries to usually drop her act if her sister isn't around, but it's become a habit. It can make her seem sort of bipolar, until you really get to know her. She's a sweet girl who cares about others, who loves animals, and just wants her and other people to be happy. That's all she wants, all she could really ask for. Her sense of humor is sort of lackluster, she doesn't understand a lot of jokes, so she'll just sit there and awkwardly laugh along. She isn't very aggressive, she avoids fights and conflict as much as she can. She can also be sort of naive, but also gets ideas in her head that she will stick to for as long as she can.

Likes- Chloe loves cooking. She found that out while helping her parents cook, she started doing that ever since she was a kid, and fell in love with it. Now she's pursuing it as an actual occupation. It's something she really enjoys. Baking also sort of goes along with that, she's good at that too, but she prefers cooking.
Another thing Chloe likes is the outdoors. Just the outdoors in general, especially anything with water. The ocean, lakes, rivers, streams, those are all extremely calming to her. She lives near a river, so sometimes she'll go down there and just sit by it, listening to the sound of it to help her calm down and clear her head. She also wants to start learning her hand at gardening, too.
She also really likes animals. Not just any specific type of animal, all of them. She has a soft spot for them, if she had the money, she'd definitely have a farm with lots of different animals. 
Going along with her love of water, Chloe really likes it when it rains. Whether it's a full out thunderstorm, or simply just sprinkling rain, she loves it. If she can sit out in the rain on a porch or something without getting wet, she'll do that, just to listen to it.

Dislikes- She hates her own insecurities. Her sister is some big, popular girl, and sure, she's extremely down to earth and kind of rude at times, but she wants to be like her. So she acts like her, even if that's not who she is. She hates doing that, but she feels like she needs to. Hopefully it'll be better during the Selection, as no one knows her. 
She also really doesn't like snakes. They're the only animal she doesn't like, they creep her out. Maybe it's the reason because they don't have legs, but still, they creep her out. She absolutely hates snakes, and will run away if she sees one.
Meat is another thing she doesn't like. It isn't that it tastes bad to her or anything, she just doesn't like knowing the fact that she's eating animals. She isn't necessarily vegetarian, she'll eat meat if she really feels like it or if it's the only thing available, so it's not really a diet thing.
And finally, she isn't really a big fan of music. It doesn't appeal to her like it does with others. She doesn't hate it, she won't scream at someone to turn it off if music does play, but she won't necessarily enjoy it. She likes the quiet ambiance.

Strengths- When being herself, Chloe is usually rather levelheaded. She thinks before she speaks, and is quite careful in the way she talks and thinks. She tries her best to think before doing anything, and to make sure she isn't doing anything that could be bad for her or others, unless she absolutely has to. It's something she takes pride in.
As well as that, Chloe is a fast runner. She can run quite fast for a small girl like her, but she can't really run long distances. She becomes tired quickly when running, but it evens out with how fast she can be.

Weaknesses- Her whole thing going on with her fake personality. It can make her come off as quite weird when first meeting her, as she looks like this sweet, nice girl, and then she tries to be nonchalant and careless, but it's obvious she's faking it. It's very offputting to someone new.
Going along with the first weakness, she's insecure. She's not insecure about her looks, but about her personality. She's afraid of being judged, afraid that she's going to be looked down upon for some reason. She just hates that thought, and it scares her.

Backstory- Chloe was born to her parents, Olivia and Michael Best, in a small town in Hudson. They lived on the outskirts, in a small cottage-like house that made it feel like they were sort of out in the country. She has an older sister, who is three years older than her, Meghan, who she looks up to more than anything. She's always wanted to follow in her big sister's footsteps. But Meghan always sees it as annoying, Chloe following her around like a lost puppy. So she'd often snap at the girl, telling her to leave her alone. That's when Chloe started to try to act like her, putting on a fake persona so that maybe she would be more like her. It didn't work, it still hasn't, but Chloe has it in her head that someday, some time, Meghan will finally stop looking down on her.

Thoughts On The Selection- Chloe likes the thought of it. It seems like a good idea for the royals to interact with the people more, and give the people a fair chance at moving up in the world. And it just seems very exciting to her. A chance to see the palace in person? Oh heck yes!
